I may be wrong, but is it the jury as society representatives that decides about guilty or not (criminal proceeding)? But in civil court, you are right, that judge is the decision and Verdict maker.

But one thing about suspect , it's a verb and noun written exactly the same. But I don't agree with you on their pronunciation. There's a stress matter.
