The maximum angle build is NOT dogleg severity. Dogleg severity or dogleg for short is the change in angle (whether inc or azi or both) per a certain distance usually measured in degrees/100ft. The maximum angle built is not necessarily associated with the maximum dogleg occurred in the well. For example; the maximum angle build was 8 degrees but the dogleg associated with it was 4 degrees/100ft; that means that the 8-degree increase or decrease occurred over a course length of 200ft. Another example: we have an angle build of 3 degrees that occurred over a course length of 30ft. That means the dogleg in this case is 10 degrees/100ft. Which is higher than the previous example.
I think the narrator and you have semantics. Narrator is talking about a maximum angle deviation from the vertical for the slide interval. The DLS depends on the granularity unit of measure. Your examples are what narrator is calling the BUR (two or more segments). So you are correct in that you can have a maximum angle and a lower DLS. Narrator is covering DDO 101 class basics.
