Definitely write this game up to the list of the strangest simulation games I've completed. After Drug Dealer Simulator, Bum Simulator, Internet Cafe Simulator, Retail Store Simulator, TCG Card Shop Simulator we've completed Tobacco Shop Simulator. Yes, it's been an interesting ride so far.

what levels did you unlocked all tobacco etc dosent say

I did not unlock all the tobacco, it wasn't required for all achievements. But I believe the level is very high and a long grind.
