The denver nuggets have been declining during offseasons because they have no cap space to pay players to keep them. They've been losing key players like Bruce Brown, Jeff Green, Reggie Jackson, and caldwell-pope. They got Russell Westbrook, but that wasn't enough for the team. It's a problem.
