No, when the always on display feature is activated, the raise to wake feature is not active, that's because your watch face is always on for the time you have set.
Using the 20 displays regularly won't damage the battery or anything, it will just drain the battery faster. Because there are no dangerous warnings when activating that feature. If it's dangerous there will be a warning. Like when we are going to update the software, we are asked to make sure the battery is at least 20%.
