Just for anyone who is looking, the current versions of mach3 have completely broken tangential control (as the video shows) even though they will still advertise it as being part of the software. You may or may not be able to fix this by rolling back to an older version of the software, but you won't know until you try, and may have to redo some of your program setup to get the older versions to work at all (and the license cost is the same whether you're able to use the latest version, or something from right when the software was first usable).
If you contact mach3 about this they will refer you to this video and a pdf that tells you to write all of your tangential commands by hand and turn the option off in their software.
What kind of CAM program is used for these cutters?

What version of mach3 are you running? Some versions including the current doesn't lift before prep and I see yours does.
