I agree that the comparison was poor. However, Single Bond Universal is not a one bottle self-etch adhesive, as it can also be used in total etch technique. You're right when you state that two bottle self-etch adhesives show higher bond stengths when compared to single bottle self-etch adhesives. But, as I said, that's not the case of SB Universal. As a matter of fact, SB universal can achieve bond strengths as high as Clearfil SE Bond, for example, mainly when used in self-etch mode.

Usually the oxygen inhibited layer is 40 micron so if the film is so thin that does not prevent the complete polymerisation
