Sir, I am a legal academic interested to study the legality of the preliminary assessment procedure. There are few research papers I have read which argue that it is not scientifically possible to determine with accuracy the state of mind with which the crime was committed i.e. whether with child like mind or adult like mind. What would be your view with regard to it? Do we appropriate tools in place in the field of psychology to do this determination with accuracy? As the consequences for the child is far reaching, it is important to scrutinize the viability of the procedure.

The assessment needs to be carried out at the earliest after the commission of crime (in conflict with law) More the time difference between the incident and the assessment-too many contamination will occur such as exposure to investigating agency, family members advise, JJ Board advice, discussion with SJPU and social worker will add to the wrong assessment Assessment needs to be immediately after the alleged incident and comprehensive evaluation needs to be done All parameters from family, social, education, economic situation, child labor, life skills deficits, adults influence, substance use and many other factors needs to be assessed These assessments needs time and resources
