Are you using basic food coloring? The powder can settle a bit but add more if that is what is happening and you won't notice it as much. Mica is heavier than the vegetable glycerin, if that is what is separating on you, you may need to shake it or add more mica if your powder is heavy. If your color is leaching into your oil then you need to use a water based coloring. If you use alcohol ink it is possible it mixed with the oil giving you a discoloration.
Do you have an issue with the glow fading after a few days? It’s like it stays on the bottom and doesn’t mix back in when shaking. If so, how do I prevent this?
I've not had that problem with the glow powder, but have had glitter get stuck. I usually lightly tap/bounce the cup on my leg repeatedly and it usually dislodges itself. Just don't do it too hard or you can crack the cup. Or maybe try a different brand of vegetable glycerin possibly... or maybe mix a little water in with it. It could possibly be too thick and the powder has issues mixing back in.

So I tried everything, I did exactly what you showed and even bought the exact same pigments .I tried adding a lot of powder, tried thinning the VG with water, tried glow in the dark paint and everything , even tried grinding down the pigment more , but the pigment still settles at the bottom and gets stuck after a few hours. I shake it and flip it around to try to mix the pigments back with the VG and it doesn’t come back together. Do you have this issue? Any suggestions?
It is a mica powder so if its heavier than your glycerin it will settle. Try adding more powder and it won't have as much space to settle into. I will see if I can think of a heavier liquid to help with that.
Did you use glow in the dark mica? Some are better than others. Take it outside and let the sun on it or use a uv light on it then take it to the dark. If it's not glowing try adding some more glow powder. Some of them are not the best for strength so adding more powder can help with that.
You can try to dry your paint out just a little bit.. like don't make it dry but a bit thicker. It might just be too liquidy. Or try a different vegetable glycerin some of them are thicker and some of them are thinner consistency. Another way to slow down the drips is to make sure there's a bit of air in the tumbler. The air kind of forces the drips to wait until there's a gap in the bubble. You can see it on some of my tumblers. I don't try to get a lot of air out of these ones. Some air is okay. It helps with the flow coming down slower because it has to fight the air.

Depends on how many oz. Your tumbler is. I just fill the squeeze bottle about half way then eyeball how much more oil I need to fill it all the way. I'm guessing around 150ml.
It shouldn't, try a different brand of baby oil or glycerin. Make sure there is no oil in your glycerin, it has to be water based for it to not bleed together.

Yes, it shouldn't bleed if you dye the baby oil. I will do one this week and try it out!

My glow in the dark pigment keeps separating. Did you have that issue? I think it may be the brand I used.

Try a different brand of glycerin. Some of them are much more runny than others. I'm not sure why they differ so much.
