Great question. I think you can apply and also contact a senior member with your interest to join. Based on request, IEEE might review your background, experience and accomplishments before awarding the membership. Make sure it is not paid membership.

You can file your I-485 when you final action date or date of filing is current. Once you file it can take up to 8 months for adjudication. Adjudication timelines differ from case to case!

In non profit one advantage is that you can apply for cap exempt H-1B apart from that GC process is usual and depends on the category you are applying

Great question Bidisha! US Green card is issued based on your country of birth rather than on citizenship.
