FYI the tower at the Thiên Mu pagoda was built in the 17th century and its name means the Celestial Lady . According to the legend a lady deity from Heaven appeared on that hill and told the local people to built a pagoda there to bring happiness , good luck and protection to the land , the city and the people . The Nguyên warlord who ruled that region back at that time had built that pagoda and effectively the city of Huê , its inhabitants and the surrounding land are always blessed by Buddha .
