Not going to university has to be one of the best decisions I have made so far in life. Went down the vocational/apprenticeship route instead. I make more than the average wage, am about to become a home owner and I don't have 70K worth of student debt that would have taken decades to pay off.

Apprehend in this instance means the victim (or intended victim) must be aware that the violence is going to happen before it happens. The footage shows that the idiot picks up the stone and throws it with no warning, so in legal terms it probably could not be called assault. The man who started waving a kitchen knife around and shouting about Gaza at a jewish supermarket was charged simply with affray, which is defined as "a person threatens or uses unlawful violence or force towards another person, which causes another person of reasonable firmness present at the scene to fear for their safety."
My own opinion is there needs to be a new offence. Something along the lines of 'Going with the intent to cause alarm,. wounding or death'. This is perhaps covered by malice aforethought (mens rea in English law), but maybe needs strengthening for the situation as happening these days.
