If you have relevant research experience in your field of interest, it would not be very difficult to get a PhD position. Find out open phd positions from the websites i mention in this video - ua-cam.com/video/fV_g3oLTFwE/v-deo.html and see what skills are required for the projects. Then you will understand if you have chances or not.
I completed my masters in sociology in 2020 in sociology and I don't have ilets or any other English eligibility certificate and my marks in master is 66.6 and in bachelor 49 percent and I completed my master from distence education plss tell me what to do??
For PhD only Master's marks matter. I would recommend you to take the IELTS exam, this would significantly improve your English speaking and writing skills. The long distance masters should not be a problem in most cases. Since your coursework did not require you to be present in the university or lab doing some experiments, this should not be a problem. Start looking for open and funded PhD positions on websites like nature, xing, science, indeed. Check what kind of skills they are asking for. If you lack some of those then do some 6 months internship to gain experience. That would help you to get a Position. But firstly, start finding positions and check the required skills. All the best.

IELTS or TOEFL are not compulsory in Germany in most of the applications. However, if you think that you can improve on your English language skills then you can take IELTS exam (this is more common of European Countries). This would boost your overall application. Then your husband and child come. Their documentation takes longer. Should not be more than 3 months without unforseen hiccups. The exact documentation list you will find on the official website
