no matter where I go there is no rar file option there, even when I go to notepad to see what its defaulted for it has no rar option

WinRar archiver doesnt show up on my computer, when i click on it it only gives me the option of opening with internet explorer :/ I have winrar-x64-611 downloaded but that doesnt show up either
