What, am I dumb or did the luffy player really forgot to ramp a don on turn 2? He went from 2 don to 3 instead of 4

At the end did he try to cheat? He had 3 cards after discarding one. Then draws 2 and quickly hand shuffles them, at the end he has 5 cards in hand..
It's the effect of the 1 cost event discord one draw 2
