I recently did my first harlequin play through with the last legend episode with ra al guhl and just found out how to use her character lol . I have a batwoman character i been working on that currently level 10 but ima boost her levels soon

And if you don’t want the level clamp go to to the fun house don’t go to the on duty menu . If you do it threw the on duty menu it lowers your level to what the mission is .

There is 5% for the weapon to drop.
Harley is a villain you face during a set of missions given by Commissioner Gordon, fought at the very end of Lunatic Fringe.
Harley is the final boss for heroes during Harley's Heist.
Harley Quinn is one of the final bosses for heroes during the Wayne Manor Gala.
