More people eat at home now. Not many people are going to spend 4 times more for something they can make at home. I can make a huge tasty sandwich for $5 rather than pay $20 plus tax.. no thanks. A cheese burger and fries I can make for $3 rather than paying $15. Burger meals for $15 plus is insane.
This problem goes back to the destruction of the West End in the 1950's and 1960's to make way for I-5, and the Capitol and K st. malls. The new construction favored the new suburbanites of Sacramento at the expense of African-Americans, Japanese-Americans, other Asian-Americans, and single men. Old film clips show a beaten up but human filled space. Ironically, it was bars, restaurants, and hotels which made up over 50% of the business in the area - the same thing Sacramento is attempting now. The West End did have its problems, but the redevelopment of the neighborhood brought the lethargy we see even to this day.
