Always put it on something to help putting it back together easier. Work from one end to the other. I like going from back to front especially on a scooter because the motor has the center stand and has the most weight.
Mistakes made on putting the forks in or front part in was not putting some grease in the bearing cups. Then putting loctite on the locking nuts for the steaming. You don't use loctite on the front steering. You only use it on bolts and nuts like on the frame or anything that can rattle or shake loose. The forks don't need loctite.
Why not put the motor on so you have the center stand from the motor to help hold the bike up. Electrical should be the last things to be put on. The main things that should be put after the frame is put together is the forks then the motor then the front wheel. Then you have a rolling bike you can move around if needed. Then you do the electrical and the rest of the components. The reason for putting the motor on after the forks is because the motor has the center stand. Makes it easier to work on.

a littel trick there is a bit of paint in the threds from the factory. it will hold the bolt in.
