Redmi note 7 pro have 48mp (f 1.8) while Note 8 pro have 64mp (f 1.9). That's why Redmi note 7 pro works better in low light and captures more light in videos.
Note 7 Pro has f/1.8 aperture on 1/2'' (0.5inch) sensor, Note 8 Pro has f/1.9 aperture on 1/1.7'' (0.59inch) sensor. So sensor size on Note 8 Pro is bigger, and according to physics, theoretically f/.18 on half inch sensor and f/1.9 on a 0.59inch sensor let in same amount of light (I know it sounds crazy, but that's how these complex small camera things work). So I feel the difference that we see is just the lack of good software optimisation on the Note 8 Pro. Hopefully it will get better as they optimise it with updates.

You are absolutely accurate. The software updates do have fixed some bugs but have degraded the camera quality. So i am using Gcam7.2 by arnova and it seems amazing♥️
It's great that you have found an alternative in form of Gcam, but everyone doesn't use it, so I think its a very bad practice by Xiaomi to degrade the quality deliberately.

I have Note 7 pro and after update of miui11 .. in night it make photo softer it's even not useable ... solution for that is use Gcam of arnova it's far better than stock camera .... Xiaomi does this every time even same thing goes to with note 6 pro as well .....day time and even on night but at good lighting conditions both work well I m happy with my both phones
