All these solutions failed me. THE ONLY THING THAT WORKED (that i found out on my own) was going to settings>update and security>recovery>reset the pc while saving your files. It'll end up taking a long time like 4 hours for me. It deletes windows and reinstalls it. You will however lose any downloaded apps and programs. All my documents, photos, videos were still there and i was able to finally connect to wifi.
