The arrangement whereby the opposition is expected to check the Govt was done away with because Parliament is collectively one of the THREE arms of Govt. Stop getting knotted and twisted in your own argument. What would ve the role of the office of Official Leader of Opposition in a Presidential system in which the Legislature is tasked with the role of oversighting the Executive? There was a reason why the Office of the Leader of Opposition was scrapped and instead replaced with Minority and Majority Leaders. It was to get Parliament to become collectively focussed on its key role of oversighting the Executive. The construct in which you have an Opposition side and Government side has its major draw back that the Govt side starts to behave like an extension of the Executive in Parliament.
