Can anyone help?

I've tried for so long to get rid of this low 99th% framerate, but nothing I've tried has worked. Please, any suggestions will help, I am loosing my sanity.

The 99th% fps seem to not go under 120 fps, try to let I go on only 120 fps (if you play gd than you can use cbf)

I don't use CBF, and that wouldn't stop the stuttering and screen tearing anyways.

Also, I payed for a 240hz monitor, so I'm gonna use the 240 hz monitor. I'm not gonna settle for 120.

Do you only have problems when playing gd? If so, your computer is probably fine but rather game settings being weird
