Yeah that happens a lot believe it or not. And you might not know but when you change the insurance or cancel it after selling a vehicle you should tell the you sold the vehicle instead of just cancelling it. For legal reasons.
Happened to me , once when I sold a motor bike , 6 months later was told by the pigs the bike was involved in an incident in Londonstan and the other time sold my car and received a speeding ticket , I insisted on a photo of the car / driver , I then insisted on a written apology and got it

The police are not allowed to get involved in a civil matter nor are they allowed to help baliffs. All they are allowed to is observe and prevent a breach of the police, and if they suspect and one acting fraudulently such as a baliff over stating there power make the appropriate arrest
So they want you to let them hold onto the van while they examine the receipt under the microscope to figure out if it's good enough... but you know what they'll do once they've got it, they'll "hold onto it" for as long as possible - they may eventually give it back one day, but they're going to drag their feet the whole time, in the hopes that you give up and just let them keep it anyway. I used to try to cooperate with people in good faith, until I realised how deliberately difficult they can be when it's their turn to cooperate, so my verdict is that this man is being a proper lad by chilling in the van so they can't tow it.

At the top of the V5C it states in big red letters "THIS IS NOT PROOF OF OWNERSHIP!" - Which for some reason everyone ignores - Including the Police!
