The best part about the 4090 is not that it has 24 gigs of vram, but that fact that it will get better performance in the future when we get better cpus
You can change the minimum clock and in bios change primary graphics to pcie slot, and make sure your games run in high performance in windows setting to force the gpu to work for low intensive games
You need a i9 13900KS cpu and a 1200 watt power supply also to get max performance and a water cooler to keep it extra cold I use that and get 1200 fps on all low

Somehow my 3070ti achieved about the same fps unoptimizable with an ryzen 7 instead of a i9 I feel your cooling isn’t optimized and need to reposition your coolers so that it can cool the cpu and gpu down more. 😊 its jerian has the same setup and he was able to achieve upwards of 4000 fps in real games!
