lol dude you can just make a list of your personal favorite characters if you want, nothing wrong with that of course. but this isn't even close to a top 10 strongest list. first of all, all of raizen's friends are far stronger than sensui. mukuro is stronger than yomi, both of whom are stronger than yusuke at his peak in the series (he has the potential to surpass them but he's kinda far from it at this point). while i love toguro he's nowhere near the top 10 of the whole series. i mean just think about all the last arc characters. even hokushin for example is far beyond toguro, same with the circle sword guy hiei fights. and raizen is the undisputed number 1. even around the time of his death, malnourished he was still strong enough to maintain the 3 kings stalemate, and strong enough to beat yusuke with one finger. the lowest i could see him is below mukuro and equal to yomi, but yea yusuke isn't above any any of them
