As a 7th grader, I would completely overthink this.
Here's my logic:
If there is a ship, a boat, and a raft all close together, and all with people in them, then this can only mean one thing. Normally, this would be a bad situation. The ship could easily hit one of the other two boats. However, what would make the most sense, is that the ship is sinking. The raft and boat are evacuating people. By this logic, all of the people on board the ship would be on the life raft and boat, meaning that the ship would have the least people.
