If your using a AMD gpu or cpu and cant drag or move around your 5th sticker your not alone, its a bug/glitch affecting only amd users. using Vulkan API seems to allow moving them. -vulkan in launch options to enable Vulkan.
Good to know, I have been using Vulkan anyway to work around the bug that didn't let me pick my native resolution in Direct3D exclusive fullscreen mode.
The only way to get the balance off the account would be to buy his skins from another account using the money he gets from the stickers. Which could get his main account banned to. Not to forget he would lose another 15% to steam tax

You would lose a shit ton compared to what you could get selling individually, but still a couple hundred grand for crafts is still better then 2k an item in steam money.
Whoever owns the account could just launder the money from the account by selling all items at buy order value & then by buying items listed by their accounts at absurd prices (like when you see a knife sold for 10x or -10x its price its probably item/steam money laundering) to transfer funds at a slight loss.
