First off, I think Cody Rhodes is one of the most underrated wrestlers of all time. If he's being booked correctly he can easily be a top star on the same level as Sean Michaels. Before the whole Bloodline storyline started, Roman Reigns name was not as big as it is now. But the Tribal Chief persona utterly changed the game for him. In fact, it elevated him. So it all depends on booking. I.e, what the creatives sees as priority, and how they utilize it in telling stories. Cody is a very talented wrestler, there's no promo he can't cut, there's no line he can't break, there's no style of wrestling he can't perform. So it's mediocre that WWE can't find any other way to make him shine other than involving him with the Bloodline. And by doing that, his feud with Roman came too early. They should have first fleshed out a couple of years in making his character a force to reckon with, by giving him great feuds with top stars like Randy Orton, John Cena, CM Punk, Drew McIntyre, Goldberg, or even striking a one time deal with Daniel Bryan from AEW to feud with Cody Rhodes. That's you make a star with intriguing stories and ground breaking epic matches. They should leave Cody out of the Bloodline storyline and allow Roman solve his family issues with the Rock. Then Cody Rhodes vs Roman Reigns at WrestleMania 45 becomes the next dream match. What made the "Attitude Era" special was the dynamics of the feuds among stars.
