They aren't just *building* structures. Look up all of the social reforms that have been done since 2015 in saudia.
PIF is only at $500 billion. The "economy" isn't the same as a fund, most of it is consumption or government services. Please check GDP calculations for this.
Yeah, but their GDP/capita is just $28,000... compare that to the EU average of $37,000 or the US per capita of $75,000. There are many expenses a government needs to fulfill. Like a strong military, for example (esp in the case of Saudi Arabia).
