Does the specs of a PC affects the final build? (if the game laggged in while developing, will the exe or apk build gives low performances even if we script without errors and optimize graphics correctly?)

No,, actually that mostly depends on development phase, how you wrote scripts(well made loops, instantiations ), rendering, shaders etc. And secondly it depends on targeted device it doesnt matters if it lags in unity, if i build it for a better spec pc it will be obviously smoother.

You could also use older version

Older version uses different modules and its always best to use LTS versions because they are most stable.
