The base game goals are simpler and more straightforward than the tribes module, and even though I haven't played it yet, I wouldn't say I would disregard these goals permanently. The tribes cards give more options, but also more complexity to the game, which wouldn't always be welcomed, for example when you play a lighter game between 2 heavy euro games. These alternative objectives/effects tribes cards look awesome, and having the opportunity to ramp up the options given to players to make this game a more gamer's game is a really good choice from the designer/publisher.
what if you add the new module without placing it on top of the board, so you can get the tribes cards but also you can still place the mantas? would that work out together?
