There are some states where seatbelts are optional in the back row, like in Virginia. So I understand where that rule came from. still I think this is a little too nitpicky for this driver to last long.

Come on man you’re just an Uber driver. You’re putting all those rules for what nothing tip. There should be certain rules, but this guy has gone overboard with his irrelevant rules as if he’s the only Uber Driver in existence. He should realize that every other person is an Uber driver now especially those people coming from overseas. Their first job is becoming is to become an Uber driver
The driver was definitely pushing it too far. The seatbelt rule being optional I think is ridiculous because riders will probably expect other drivers to do so. I do have stickers that say no smoking no vaping and no food or drink on my doors. And I do agree with the no speakerphone for conversations or social media because sometimes they can get distracting for the driver. But as for the radio, if I’m driving a premium category like comfort or black, then yes I would be more than happy to turn the radio off if they choose quiet, which I have done before. But I do think he’s pushing it a little too far. If a passenger gives me a heads up about taking a call I always appreciate that and when they’re not on speaker, no problem.
All of those rules should be applied to UBER X rides. If the ride is a COMFORT, the driver should keep it discreet. I always turn off my radio. If the passenger eats in my car, I will immediately give them 1 star. Regarding all those rules from that driver, I always try to avoid accepting trips under $10 and steer clear of certain neighborhoods.
I keep the radio very low, where you can just hear it. I've found people like that the most. Some people hate quiet, and it's low enough that people don't care. I play soft rock.
I stand by the driver/ passengers are to much, they order a pitful ride and they think they own you wanting to do all they want to. After all the car is his office, that’s his rules what’s wrong with that!? What passenger have the rights to do everything? Before you know the car is destroyed, can’t drive with all the cell phone music they play, have speaker phones when talking to their friends/ spouses, most of the time have to hear their unpleasant conversation, in conclusion I stand by the uber driver 100% at the end is the driver’s car!! People do not respect other’s people property, if telling a passenger something, rite away are reported to the uber/lyft , and what happens next drivers are deactivated, drivers have no say at all!!for instance my car got destroyed, passenger opened the rear door of my car while car were behind me but had parked the car for the passenger safety, but still passenger opened the door and my door got destroyed, neither the passenger or the company paid for it, had to fix it myself of the total damage of 2,200dollars, still Lyft haven’t paid me or passenger and have a police report and video recording. Again passengers are the queens/kings and drivers are nothing, I strongly believe drivers have the rights to put their own rules, after all are their cars and have rights to make their own rules, and these cars aren’t cheap, but passengers they don’t care, passengers complaining that rides are to expensive to the drivers, why not complain to the company, drivers ain’t making S###t , and have to put up with all of the passenger BS.
Not talking yes kids not kicking the seats and no shoes on the seats yes , people won’t give tips anyway so? Riders must to ask for anything they need and say that magic world “ please and thank you “ I need that rules in Nevada lol
Except you have to take dogs. Service animals you can't say no to. People will say their dog is a service animal and there is no way to prove otherwise.

You have to opt in to Uber pet, so I don't see why it's an issue for him. He can't refuse service dogs, though.
Define Alcohol. People tale rideshare all the time to go buy alcohol.
