Not everytime the hardware issue cause the neighborship stuck in loading state.
It means ospf router sends for updated lsa but it's not received from the neighbor.
That means checksum is higher on that LSR packet
May be due interface error, may be software bug .
But yes, most of the time it's due to hardware issue in production network
