I need to know why you need place the tanks on a cement base, can't you just put them directly on the roof which is already leveled?
Is it to make it easier for connecting the pips or is it something related to supporting their wight?

Doesnt bacteria thrive in warm temperature? if you boil they die, but I dont think water will boil in this

You are mistaken about the microorganisms not surviving the suns... dude, there are some that even survive boiling/pasteurization
