19:06 music major here! We stopped using just intonation because the small variations between notes made modulation between keys extremely difficult, and could result in really weird sounds. Equal temperament isn’t flawless, but it allows us to use many keys in on piece much easier.
As a bonus, it allows us to change the tonality of the melody without altering how it sounds whatsoever. Sometimes this comes in very handy! Say, if your choir has had a replacement who can't sing as high as the rest of the folks.
Quick note: the bunker in Hometown actually DOES have a sound-based connection to Gaster, ironically enough. If you take the weird rumbling noise that comes from it, and speed it up by 666% (6 is an important recurring motif of Gaster lore), it's actually just mus_smile (big, creepy, or otherwise emphasized smiles are another recurring motif of Gaster lore), which is the same sound effect that plays when using the Cell Phone in the Dark World, and the same sound effect that played in Undertale in the hidden Entry Number 17 room.

I second the "what was so good about undertale, anyway" video, I've been wanting to see someone react to it. Andrew has a very good way of rambling for like 15 minutes on a topic seemingly completely disconnected from the main subject of the video, and then wrapping it all up nicely by the end
5:30 the game is YIIK: A Postmodern RPG. It's supposed to be pronounced "why two kay" (the II is roman numerals) but most people call it "yeek". There's a lot to say about it, but to summarize, it's a game that tries a lot of things and fails miserably
It does have a new version coming in the new future which will probably still will be a mess but it looks like an *interesting* mess, enough at least to have me give it a shot as somebody who already owns the game.
The video he highlighted at the beginning at 3:22 is mollystars "The Device Theory" and the two (of a planned three) parts that are out of it are a good watch. They're on par in length with the video you reacted to here, so in theory it shouldn't be an issue to react to.
If you're up to watching more of this guy's stuff I'd 100% percent recommend the Andrew's narrator video, and if you're up for non-deltarune content his devlogs are quite interesting just as a look into the design process.
40:05 mike seems completely unrelated from the guy on the phone that the adisons talk about. especially since they namedrop "garbage noise" which is the description given to the entry 17 theme when you try to use your cellphone in the dark world

Andrew Cunningham is pretty good at making his videos understandable for everyone/explaining the things in them, so even people with no music knowledge can (at least sort of) follow along.
