I think Kiwi's fairly strong, she's just unlucky that her opponents have a perfect counter for her (the shield). If they were just spell users/melee fighters, her guns would obliterate them!

Kiwi is really strong but he doesn't show it, he likes to bother other people, this is confirmed when he gets his new form. Only in order to use it he needs to control his magic better.

The ages aren't even stated in the show. IMO, the canon ages are more part of the parody of magical girl animes, because they are all drawn pretty mature and the only true "loli" character is never lewded (at least that's what manga readers say)
