Testing Hull potential on steel hull boat( galvanic and electrolytic corrosion ) test

I'm assuming from the video that a -.5 voltage shows that this boat needs more protection and is outside the acceptable range. Am I correct?

Greetings Sebastian, I’m trying to do that test on the steel boat which has been seating for while in salt water with no power of any sorts on board.
Would you be so kind and list all components that I need to make this happen, besides silver spoon ?
