Handcuffed enemies count towards AI limit and break reinforcements.
To handcuff enemies you need to activate handcuffs in your ability wheel. You need to recruit either police officers or Albion guards to be able to use handcuffs. I'm using Police Constable in this video.

This is good. This is like the manual way to do the Mina's Mind Control trick to bug reinforcements.
This also works when deactivating a group of drones.

I will certainly make a video with deactivated drones breaking reinforcements, just didn't find a good place/mission to do it yet.

Handcuffs, wow! I only knew about disabling the drones, so they don't spawn anymore.
