He went to jail in Mexico, though, because he made it over the border. Im pretty certain there isn't an extradition order between the US and Mexico and that's why many people run for the border. As long as the Mexican police aren't waiting right there for you, 1. It's a lower tech country with lower tech law enforcement so easier to hide (especially in the 90s) 2. The police don't know to look for you (sometimes) 3. Even if you do get arrested in Mexico, they don't have to hand you back to the US at any point and frequently won't. I personally wouldn't want to go to a Mexican prison but maybe there is some advantage (easier to break out? Idk).
