Its incredible, I have to agree with you here. This entire piece is pleasing to the ear, but that part, as well as the beginning to Ondine are beautiful. I wish I could compose pieces with this amount of quality and emotion garnering them, but alas, it is out of my reach.
The ending of Le Gibet reminds me of the sun finally below the horizon, the bells ringing one last time, and the man at the gallows handing motionless, his body a dark silhouette against the night sky.
Playability of 3 pieces + Le Gibet: least difficult of the three (I dont write easiest because Le Gibet is quite difficult even to a pro player due to so many octaves notes to remember) Le Gibet can be unplayable when your hands are not large enough to play the descending chords. + Ondine: second hardest. The repeated chords of left hand are just crazy. It is very fast and subtle which requires ppp (very light) so tension must be avoided. Also the descending and ascending right hand around left hand can cause much confusion. + Scarbo: hardest of the three and probably the hardest piano piece written for the standard repertoire. It is a technical mess with dizzyingly repeated notes, extremely fast left hand running over the piano and double notes of seconds intervals of right hand. The most terrifying part is that it has two main climaxes and two minor climaxes, which is the high point of the true terror I can say playing Scarbo requires you to unlock Ultra Instrinct of Goku to reach that speed and accuracy
The 1838 liszt -paganini etudes are harder(especially the 6th and no 4b),although they usually aren't played at concerts because they are impossible at speed.

The piece is based off a part of a piece of literature by Aloysius Bertrand (named Gaspard de la nuit), in which a nymph named Ondine lures a lonely sailor to his watery grave with magical sounds. So you're absolutely right!
It's what Ravel meant. It's a piece about a siren, not the sort of mermaid that you see in kids' movies, but the cool kind that sings to lure sailors to their deaths and eats them. I like to think the loud climax near the middle is supposed to be her pulling someone out of a boat and dragging them deep into the water.

Liszt’s Transcedental Études are miles easier than Scarbo, but the 1838 Paganini Études are out of Scarbo’s league in difficulty. The only pieces I highly doubt Liszt could perform.
I have seen many liszt etudes but they cant match Ravel's Gaspard de la Nuit. Ravel's Gaspard is extremely difficult but really captivting and beautiful. Liszt's Etudes sound boring and appear to be a mess to me
