The cornet on the end is called the Repiano Cornet (which is an Eb cornet) that is voiced to play higher (in similar manner to either a Piccolo or F/G trumpet). Another way to view the structure of the band is the classic utilization of an actual piccolo in a "normal" band - integrated to play special, high parts. As you listen to this composition, you will hear exactly that at 2:00. So, instead of having any woodwinds, the voicing of the entire band is done with ONLY brass... therefore, necessitating the utilization of a broader range of brass instrumentation.
