Technically untrue. Cell would have the most potential in Dragon Ball. Not only would he have Frieza's potential, but he would stack Goku's, Vegeta's, Gohan's, and the androids potential (don't sleep on 17 and 18's potentials. 17 went from getting his butt kicked by Imperfect Cell, to pushing Goku to Super Saiyan Blue right before the tournament of power, with the only training he did being fighting human poachers.), as well as having the unlimited stamina from the androids, meaning he can train at full power with out ever stopping. Essentially, if they brought Cell back instead of Frieza for the tournament of power, and tossed him into the room of spirit and time for a few hours, he would have soloed the entire tournament, plus all of the gods of destruction (we don't know the actual scaling of the angels or above, so we can't say for sure about them.).

The thing is, increasing power by a few hundred million times (admittedly on a low ball) over a couple of minutes is impressive (assuming he actually keeps that rate of growth, and doesn't hit a point where his growth evens out.), but Frieza's increase from Namek saga Super Saiyan level to Super Saiyan blue level is utterly insane, even if it did take 4 months. Like, do you think that a 34 trillion times increase from Frieza saga to Revival of F is a lot (that would be the amount of increase required for Frieza's training to be more impressive than a 1 minute estimate for Brolly)? I mean, I get that 34 trillion sounds like a lot, but that number is already dwarfed when you consider that Goku absorbed god form into his base, then goes into Super Saiyan Blue against Frieza (those two points alone already put the multiplier up to a conservative 400 trillion times.). And that is just Frieza, not including any of the other crazy fast growing fighters that make up Cell.
Frieza's always been my favorite (canon) character in the franchise, so having him come back and become this absolutely terrifying makes me happy while also giving me chills. He's become so completely absurd and I love it

I think Gohan and Frieza are both complete anomalies in the dragonball universe. Both of them having absolute insane potential that can rival gods with the most minimal training. Goku and vegeta prove that hard work beats talent. But Gohan and Frieza show that talent WITH hard work is just unfair

I don’t think Frieza’s worried about Gohan atm. To him, Gohan’s even less of a threat than Goku and Vegeta, but I think that’s what’s going to make him the “secret/hidden factor” that’s crucial in the victory against Black Frieza. While everyone knows that Gohan has potential, none of them expect for him to be as strong as he’s implied to be. So he can really tip the scales in their favor.

1: The spirit bomb that Goku used against frieza was stated to be gathered from surrounding planets, not the whole universe & all his “universal statements” are both massively hyperbolic & get contradicted via his feats which put him at Star level in Z.
2: I’ve already gone over all of the other world & universe 7 macrocosm stuff & it’s still only complex multi & doesn’t transcend time & space.
3: frieza currently both in base & frieza black upscales from TUI Goku & UE Vegeta who are Multi +. Making current Frieza Low Complex Multi

Frieza needed 4 months to catch up to Goku wirh 17 years of training. Meaning his growth rate is about 50 times higer and he doesnt even get absurd Zenkais. He possibly might even have another form that he hasnt showed yet.
Dont forget that like 4 month of low quality training he was sparing with a frezia force member that has like a power level of 10000 freiza had to hold back so much and can't go all out
