That's crazy..we were out in the bay Friday night and never smelt or seen anything like that..did manage to catch 15 snapper with the biggest being 19" and the smallest being 14"
It's the fault of politicians without a doubt. Permitting all kinds of rapid development of housing and industry, and extremely poor consideration for infrastructure. All kinds of infrastructure - roads, walkways, bridges, sewers, sewage treatment, catchment areas, etc.
people want homes to live in but don't want to pay for improved infrastructure to keep these storm related events from happening over and over, Tampa Bay will never recover from all these dumping.

EPA should be all over this, but for some reason I'd bet they are sitting on their butts
