Thank you! I have the exact same problem with Photoshop 2016 when I recently switched to 4K monitor. Changing the UI font setting in Preferences didn't work, but your suggestion to change the Properties of the exe compatibility to high DPI scaling to system works like a charm. Merci! 👍
Adobe took away the option to scale the UI. I'm using CS6, and won't every change to the new stuff. The third option worked, but it's still not large enough. :( Oh, well. If the day comes I can't use CS6, I guess I'll look at the Affinity program.
You could try to change the scale of your operating system UI but this will affect everything on your computer. On windows it's in settings > screen and for mac I think it's something like: System preferences > displays > display scaling

That's what happened to me and I've been going nuts for months. Today I got so mad I Googled and found this quick tip.
I do not have "Scale UI To Font" option
