but Draft EIA is submitted to SPCB for conduction of Public Hearing, initial process (Application for Environmental Clearance) for particular project is started from different Committee (EAC- MoEF, SEAC, or DEAC) as per the category of the project.

EIA is not mandatory under the EPA,1986. The EPA only gives power to CG lay down standards and impose restrictions for protecting the environment. EIA is made mandatory under the EIA notification 2006 and not in the EPA itself.
