I would assume it is on your memory card. If so I first recommend following the instructions you heard previously. If that fails...which I don't believe it will..Remove the card. There is a risk of losing saved data, do so at your own risk.
If it is a hard copy of the game then take it out.

This just happened to me but I have firmware on mine and I had to hold the power button and the ps button at the same time and it came right on
