(The Overlord took advantage of the Peacemaker's enforced peace to spread and control. We couldn't stop him. It was awesome!) Not sure what you’re referencing but all resources spent during the prelude are unavailable to acquire during that players turn. They can acquire the same type of resources but not those exact ones. So if there are none in supply and he spends one in prelude, he can not acquire it. However if there is one already in the supply, that’s free game.
@Heavycardboard negative, they become available at the end of the prelude, so they could be acquired using regular pip actions. Main rulebook, page 20, prelude actions, bullet points.

Question, why couldn't Ken tax for resources that he spent during the prelude? The tax actions were by spending action pips after all.

The interaction is at 2:58:15, @netwilk is right. But it didn't change the turn, as only one relic city was taxable anyway

Only if there's another card attached there, in which case that just becomes the new card in that slot.
