Make sure you check your local authority's bylaw on fence height on platforms or decks. Here is an equipment list - all in the plumbing aisle of your favourite hardware store:
    Frame
    - Galvanized steel pipe to whatever length you need
    (www.homedepot.ca/product/aqua...)
    - Floor flange, same diameter as the pipe you buy
    (www.homedepot.ca/product/stz-...)
    - 90-degree elbow, again same diameter
    (www.homedepot.ca/product/stz-...)
    Fence:
    Artificial ivy trellis
    (www.homedepot.ca/product/natu...)
UV-resistant cable ties (don't snap in cold weather or sunlight over the years)
    Lights:
These have been incredible! Survived year-round Canadian winter (down to -30c!)
And then, if needed, just buy a T-Connector to connect additional shorter pieces of pipe together to give you the dimensions you need. I also bought camouflage duct tape from a hunting shop and put this on to the pipes so the bright steel doesn't shine through the fence.
    Procedure:
Screw Floor flange into wall of house
Screw 3ft pipe into that flange
Screw t-connector onto other end of pipe
Screw in down-pipe to another flange on the deck rail
Screw in more pipe into T-Connector
Screw in 90-degree elbow at the end of your frame
Screw in downpipe at end of your frame
Screw into another floor flange on deck rail
Cable tie ivy trellis to the frame you just made
String up your lights (I used bird feeder hooks, the steel ones, and attached that to the steel frame above)
Sit down, have several beers (and/or wine), and marvel at your awesomeness :)

This is a great way to add privacy on the deck, I have been searching for ideas and I have finally found one that I think will suite my deck. Thank you so much for posting!! Great job explaining.

How’d this hold up thru the winter?

Great! We get winters down to -35c and below here, and it's been up for 2 years no problem.

    What size pipe ? 1/2 inch ??

I think I did one with 1/4" and another fence with 1/2" and didn't notice much of a difference. Depends on how wind-exposed your location is, but either should work for this application.

I think a few more leaves would be better.

I agree - so I put up another two panels on the back side and it looks great!

First of all, you know NOTHING about me. Secondly, I have since added more green panels on the reverse side to add more privacy for us, and make it better for their side too. Jog on.

It looks nice on both sides! Why are you being incredibly petty?
