My favorite thing to do at Hatteras is to go to the lighthouse at night. There is no one there. The park is closed of course, but go and lie down near the base of the light and gaze at the sky. Spectacular !!
Never heard them say anything like that safety talk when I was on the ferry there. I rode it a few times when we were the only car go in late spring or early fall if you want to be alone with the ocean.
Which ferry did you ride on? I/m just curious. I don't know if you pay attention to that kind of thing. Whenever my family goes down, my dad and I make sure to look at the life preserver hanging on the wall.
Did this back in the 70s and 80s several times. Great memories as a kid.

The Hatteras/Ocracoke Ferry is free, the Ocracoke/Cedar Island/Swan Quarter Ferries are not free
