Welcome to the Chris Maths Academy Katrina, if it had said the number of passengers were "reduced by" 200 then we would be required to subtract the 200 from 600, but because it said "reduce to" then that simply means the number of passengers would decrease from 600 to 200". Cross multiplication only works for direct proportion, but the questions in this video are indirect, so it requires another method which was demonstrated in the video.

It depends on whether the problem is direct or indirect. That's what dictates the method.

The first question, is it not cross multiplication , 15×90 and 30 × x. Its kinda confusing
Cross multiplication only works for direct proportion, but the questions in this video are indirect, so it requires another method which was demonstrated in the video.

How did you get 90 minutes?
1 hour and 30 minutes is the same as saying 90 minutes. 1 hour is the same as 60 minutes, plus the additional 30 minutes gives us 90 minutes.
